ALBANY -- Mayors from across the state will be testifying Monday at a legislative budget hearing on Gov. Andrew Cuomo's proposed spending plan.
Known as the "tin-cup brigade," mayors will be pressing state lawmakers for changes to Cuomo's budget plan. It's the first legislative hearing after Gov. Andrew Cuomo laid out a $136 billion budget plan last week.
The budget includes flat aid to municipalities and a new program that lets them smooth out growing pension costs. The pension proposal has been controversial, and mayors are certain to testify about the growing cost of retirement costs and the benefits or pitfalls of the proposed program.
Buffalo Mayor Byron Brown was supposed to attend, but his spokesperson says he was unable to make the trip due to the weather.
