Late Friday and early Saturday morning snow and sleet fell on the nine rinks that were built earlier in the week which melted some of the surface.
Tournament organizers and crews worked overnight to fix what they could. In the end, only five rinks were ready to skate on.
Crews sprayed thin layers of water to try and form new ice, smoothed, and shoveled, and the first puck drop was at 11 a.m., two and a half hours after the scheduled start time.
Buffalo Police won their game against the Buffalo Fire Department.
The tournament was scheduled to end around 8:30 p.m.
