NIAGARA FALLS, NY-- A Niagara Falls man faces animal cruelty charges for allegedly abandoning two dogs and a puppy in an apartment.

SPCA officials say  Donald Ruben, 42, turned himself to police Wednesday morning because he had been following media coverage of the story and knew police would be looking for him soon.

The dogs, who were found emaciated and living in deplorable conditions, were removed from a 12th St.  apartment on June 30.

A 7-week-old puppy named Jonah was in criticial condition when he was found.  He later died.

Ruben will be charged with three counts of animal cruelty.

SPCA of Niagara officials say they are pleased with the arrest.
