CARROLLTON, NY - A Franklinville man faces several charges, including kidnapping, following a domestic dispute Sunday.
Cattaraugus County Sheriff deputies say they were alerted by the Seneca Nation Marshals of a possible domestic incident involving two people after they checked a parked vehicle.
After investigating the incident, deputies say they believe Dean Pepper, 39, assaulted, strangled and kidnapped his victim in his vehicle in Olean and drove to the Town of Carrollton where he was arrested.
Pepper is charged with kidnapping, strangulation, assault, coercion and unlicensed operation of a vehicle.
He was arraigned in court and sent to the Cattaraugus County Jail in lieu of $25,000 bail.
