NIAGARA FALLS, NY--  The Niagara Falls City Council voted to restore most of the services vetoed by Mayor Paul Dyster to their proposed 2013 budget.

City Council members say that despite restoring most of the services, there will not be a property tax increase for homeowners.

Dyster last week vetoed 39 of the 150 cuts the council made to Dyster's proposed budget, restoring nearly $4 million to his spending plan.
