A new television advertisement from the New York State Democratic Committee aired in heavy rotation during the NCAA basketball tournament over the weekend, touting Gov. Andrew Cuomo's role in passing a new $135 billion budget.

The ad-which follows a separate TV spot pushing Cuomo's budget proposal before a spending plan was passed-touts the budget's tax cuts and rebates and points viewers to a website that does the same.
"This week, Governor Cuomo brought together Democrats and Republicans and passed New York's third-straight on-time budget," the narrator says.
It appeared to be a significant ad buy; The March Madness tournament generally commands a high amount of advertiser interest, and the TV spot aired across a number of markets in New York. The advertisement aired during each game, sometimes more than once.
An interesting note: The ad highlights a statement from The Business Council, the state's largest business lobby, which said the budget "controls the growth of state government." Left unsaid, however, was the rest of the business group's statement, which took issue with an assessment charge on utilities that has been extended for three years under the budget after it had been set to expire at the end of the 2013-14 fiscal year.
