HAMBURG, NY - David Winter, the North Collins Highway Superintendent, was arraigned Tuesday morning on a felony charge of criminal mischief in the second degree.
The 53-year-old Winter is accused of dumping a putrid substance into the car of another person while the car was parked in the parking lot of Gui's Lumber in North Collins.
The substance was described as liquid manure by two people involved in the case.
Investigators would not comment about a possible motive.
Winter was released on his own recognizance after being arraigned in Hamburg Town Court.
He is due back in court on September 27th.
"The allegations, if true are shocking," said Rosaline Seege, North Collins Town Supervisor.
The Erie County Sheriff's Department says Winter was cooperative and turned himself in with his attorney.
